Bill and his partner Greg Wilkinson established Hoffer Wilkinson & Associates Ltd. in 1986. Bill specializes in the appraisal of investment real estate assets including large-scale office, retail, power centre, apartment, and industrial properties. Bill also leads our team of professionals in the provision of services to the hospitality sector, which encompasses hotels, seniors assisted living, and personal care facilities. Expertise related to discounted cash flow analysis, feasibility studies, and highest and best use consulting contributes greatly to what sets our firm apart as a valuable resource for investors.
Business development, day-to-day operations, and personnel coordination are among Bill’s management responsibilities at our Corydon Avenue office. Bill is an active member in many industry-related organizations.

Greg, along with his partner Bill Hoffer, established Hoffer Wilkinson & Associates Ltd. in 1986. Greg specializes in the appraisal of investment, commercial, industrial, and multi-unit residential properties in Manitoba and Northwestern Ontario. Greg oversees the practical resource management of our office and maintains a superior commitment to the ethical delivery of appraisal services within the industry. Greg chaired a committee established to design, implement, and monitor an electronic database for all real estate sales occurring in Winnipeg. He negotiated with the Provincial Land Titles Office and the Winnipeg Assessment Department to acquire the raw data and subsequently facilitated the sale of the program to the Winnipeg Real Estate Board.
Before venturing into private business, Greg was employed by Revenue Canada in the Winnipeg District Office as a Senior Real Estate Appraiser where he completed appraisals for capital gains tax investigations, allocations between land and building values, and court presentations. Greg started his career with Canada Mortgage and Housing Corporation as an Appraiser in the Winnipeg Office; then as the Senior Appraiser in the Vancouver Office; and finally as a Senior Consultant Appraiser to the Vice-President of Programs in the Ottawa National Office.

Member of the Executive Council of the Manitoba Association of the Appraisal Institute of Canada from 1988 to 1994 and from 2000 to 2007. Served as President of the MBAIC for the 2004/2005 term.

Natalie has been a member of the Hoffer Wilkinson & Associates Ltd. team since 1994. She is involved in all areas of commercial appraisal including investment, commercial, industrial, hospitality, and multi-family residential properties and contributes to various consulting projects with particular emphasis on discounted cash flow analysis. Natalie obtained her AACI designation in 2004.
Before joining Hoffer Wilkinson & Associates Ltd., Natalie worked for a financial planning firm and then for a local hotel developer as a financial analyst. The experience she gathered proved invaluable, as she contributes significantly to our hotel valuation services.
Natalie graduated in 1987 with a Bachelor of Commerce degree. She has also completed the Canadian Securities Course and Level 1 of the Chartered Financial Analyst designation.

Sandra has been an associate at Hoffer Wilkinson & Associates Ltd. since 1996. She is currently involved in completing appraisals of all types of investment, commercial, industrial, and multi-family properties located in Winnipeg and the surrounding area. She has also had extensive experience in the hospitality sector, which encompasses hotels, seniors assisted living, and personal care facilities.
Sandra contributes to various consulting projects, specialized to suit the need of our individual clients, with particular emphasis on discounted cash flow analysis.
Sandra obtained her Bachelor of Commerce Degree in 1996, majoring in Actuarial Science and Marketing. She joined our firm upon graduation and subsequently achieved her AACI designation in 2004. Sandra is responsible for the in-house IT requirements of our firm.

Marjorie has been an associate appraisal consultant with Hoffer Wilkinson & Associates Ltd. since 2002. She provides commercial property appraisal and consulting services related to multi-unit residential, commercial, industrial and special-purpose properties, including vacant land.
Before joining us, Marjorie was employed with the City of Winnipeg Property Assessment Department. There she completed market assessments of both commercial and residential properties as guided by the provincially legislated reassessment cycle. Her work required estimating property value based on market evidence and valuation discussions with property owners, tax agents, and Public Works Government Services Canada. Marjorie has frequently defended valuations before the Board of Revision and the Municipal Board.

Dennis is an experienced real estate professional, having worked in the commercial sector for over thirty years, first as a sales agent and then as an appraiser. Hoffer Wilkinson & Associates Ltd. invited him to join the firm in 2004, and he has since contributed his knowledge in the development of investment, commercial, and industrial property appraisals and replacement cost estimates.
Dennis also offers his service as an expert witness before the Court of Queen’s Bench, the Land Value Appraisal Commission, the Municipal Board, the Board of Revision, and various arbitration panels.

Don is an associate appraisal consultant with Hoffer Wilkinson & Associates Ltd. specializing in real property appraisal. He provides commercial property appraisal and consulting services throughout the province for a variety of client needs.
Don has been involved for over thirty years in the financial services industry related to the real estate sector, including the financing of large investment, commercial, and industrial real estate; mortgage and lease guarantee insurance; senior mortgage management; and regulatory compliance issues. More recently, Don has focused his practice on providing appraisal services on a variety of property types and locations throughout Manitoba for financial institutions, investors, and private individuals.
Prior to joining Hoffer Wilkinson & Associates Ltd. in the fall of 2005, Don worked in the private appraisal industry. Before that he served for a number of years in a senior management capacity in the mortgage operations of a large national financial services company where he provided direction to business quality, program and policy development, and the management of both head office and field operations.
Don has served on a number of industry-related boards, including the Manitoba Home Builders Association, The Appraisal Institute of Canada, and, more recently, the Lender Advisory Committee with Canada Mortgage and Housing Corporation. He is an accredited member with the Appraisal Institute of Canada holding the AACI, P.App designation.

Debbra has been an associate appraisal consultant with Hoffer Wilkinson & Associates since 2006, providing commercial property appraisal and real estate consulting services on a wide variety of properties and real estate related issues.
Prior to joining the firm, Debbra worked for the City of Winnipeg Property Assessment Department. She supervised a staff of Assessment Officers and was directly responsible for the valuation of many complex properties found in the downtown area of Winnipeg. She oversaw and directly participated in higher-level negotiation and provided consultation to other civic departments, Centre Venture, and property developers on both appraisal issues and The Municipal Assessment Act.
Debbra oversaw the 2002 reassessment of all industrial, institutional, and special-purpose properties in the City of Winnipeg, and for the 2006 reassessment was appointed Valuation Chair for office/retail, industrial/cost, and multi-family properties. As a licensed realtor, Debbra's work experience in the 1980s and 1990s included land development and re-sale. She specialized in commercial and investment property trade, which led to commercial, multi-family, and industrial property appraisal for the Province of Manitoba (1994), and later the City of Winnipeg.
Debbra is currently a member of the Assessors Association of Manitoba, AAM; the Appraisal Institute of Canada, AACI P.App; and serves on the Manitoba Provincial Council as the Chair of the Professional Development Committee
